Early Liquor Ban in the State of Bihar

‘REMOVE WINE, SAVE LIFE’. Believing in the aspect of removing the consumption of alcoholic beverages which can indeed lead towards a slow death, many states in India have banned the consumption of alcohol and have consolidated themselves to be a dry state. It is a fact that alcohol consumption invites a ton of health issues which has also stood to be a crucial threat to the society where women and children have put a lot of things on stake as the majority of the lives taken by the consumption of excess alcohol has been of the male population. After a lot of research, the Alcohol Rehabilitation Centre in Mumbai in collaboration with the Alcohol Rehabilitation Centre in India have stated the condition of one such Indian state which declared complete dryness with an early liquor ban in the state. 

 

The decision taken by the state government of Bihar was happily welcomed by the women and children of Bihar where in the year 2016, Bihar’s chief minister Mr. Nitish Kumar announced the ban of Indian Manufactured Foriegn Liquor in the state. This decision was heavily discarded by most of the population of Bihar, however, after looking at the response, the government remained formed by their decision and went under the second phase where the ban was on a complete motion. Sale of all types of liquor was banned from 1st April 2016 in states where clubs, hotels, bars, restaurants were not allowed to serve drinks to their customers and also firmly stop the process of illegal consumption which could face harsh consequences in the future. Only the army canteens were allowed to keep their liquor stock which was highly restricted.

As a large amount of women and social activities came together in order to put a ban on the consumption of all types of alcohol, as Bihar gradually saw an uprising events of child sufferance and domestic violence on the move where children were forbidden to go to school due to the lag of work which was supposed to be done by their father, whereas the cases of drink and drive and domestic violence saw a huge ratio in Bihar, which made the decision to go directly in order so quickly. Mainly the females in nearly every household in Bihar dealt with the case of drinking and occurrence of domestic abuse on a regular basis which made the uprising and revolts go in full motion.

The Alcohol Rehabilitation Centre in Mumbai also added that the production of liquor in Bihar was immediately stopped as the setting up of hundreds of disteliers and liquor manufacturing plants across the state were ordered to send their IMFL suppliers and beer plants to other states where the production was immediately halted from April 1, 2016. The government of Bihar did see tons of loss in their revenue with nearly Rs. 2,000 crores going down where the revenue the previous year was generated around Rs. 4,000 crores. Also, the prohibition cost with an annual revenue was faced around Rs. 5,000 crore in the state.

However, this was not the first time Bihar saw a complete dry run n their state, as in 1979, Minister Karpoori Thakur also announced a complete ban which was then lifted by his successor Minister Ram Sundar Das, where under his party’s rule, Bihar witnessed an uprising of bootlegging and high level of corruption in the state. However, Nagaland, Gujarat and Mizoram, have also put a ban on liquor consumption in the respective states.
